指导意见分为两个方面。有一套理论指导，涵盖了一般意义上的各种治理主题。还有一组平行的材料记录了一个名为Coco Pharmaceuticals的虚构组织，该组织创建了一种治理能力，将支持和推动其向提供个性化药物的业务转型。
